Board of Directors
Effective July 1, 2014, the Virginia General Assembly enacted 4761-001 which renamed the RMA to the Richmond Metropolitan Transportation Authority (RMTA) and changed the board composition. As a result, the Board of Directors governing the RMTA was increased from 11 members to 16. Five members are appointed by each jurisdiction: the mayor of the City of Richmond (with the approval of the Richmond City Council), and Boards of Supervisors of Chesterfield and Henrico Counties. Each jurisdiction may appoint one of their five members as an elected official. Additionally, one ex-officio member is appointed by the Commonwealth of Virginia Transportation Board. In addition to the 16 board members, the RMTA is assisted by a Secretary who takes the minutes of the meetings and provides legal assistance as needed.

Dean Lynch was appointed to the RMTA board as a representative from Chesterfield County in June 2022 and elected Chair of the Board in June 2024. Dean is the Executive Director for the Virginia Association of Counties. He received a graduate degree, Master of City and County Management, in 1994 form the College of Business at East Tennessee State University. Prior to his current position, Dean worked for many years as a local government lobbyist with the Virginia Association of Counties. He has been affiliated with VACo as Deputy Executive Director, Legislative Director and Director of Local Government Affairs. He also served in Gov. Mark R. Warner’s cabinet as Deputy Secretary of Health and Human Resources. He gain many years of association and local government experience while serving in various positions and in local government. Dean holds certifications as a Certified Association Executive and a Certified County Association Executive. He also holds a Master Certificate in High Performance Leadership from the NCCAE/Professional Development of Academy. He has been an active member of the Virginia Society of Association Executives. Dean is active in community affairs by serving on the Commonwealth’s Fair Housing Board, the Chesterfield County Community Services Board and Board of Social Services. He has served on the Chesterfield County Citizen Budget Advisory Committee.

Dr. Unwanna Dabney was appointed to the Board as a City of Richmond representative in October 2016 and elected Vice-Chair of the Board in June 2024. Unwanna has over 20 years of experience in the transportation industry. She currently works as a Senior Manager for AECOM Technical Services, leading projects and business development initiatives for multimodal transportation planning efforts in Virginia. She has prior experience in the public and private sectors, having worked as a consultant with the Federal Highway Administration and the Virginia Department of Transportation. Her experience includes leading multidisciplinary teams and managing various transportation projects and programs in Virginia, North Carolina, Massachusetts, Puerto Rico, and the US Virgin Islands. Unwanna has a Ph.D. in Public Policy and Administration from Virginia Commonwealth University; Master of Public Administration from Old Dominion University; and B.S. in Civil Engineering Technology from South Carolina State University.

Dironna Moore-Clarke was appointed to the Board as a City of Richmond representative in October 2022. Dironna is a fifteen year transportation veteran and the Administrator for the Office of Equitable Transit and Mobility. She has previously served as the Multimodal Transportation Policy and Planning Manager for the Virginia’s Secretary of Transportation Office and as Petersburg Transit General Manager. Prior to this, she worked with the State of Tennessee Department of Transportation assisting local and regional agencies in public transportation options as alternatives to roadway and highway improvement choices. She has extensive experience working with regional Boards comprised of local elected and appointed officials and other agency representatives on urban transit issues, system improvement, operations, and maintenance. She is a graduate of Virginia Tech and is a Master’s candidate in Public Administration Management from American Public University Systems. Dironna is employed in the City of Richmond and happily married with four beautiful children.

Joel “Rex” Davis was appointed to the Board as the Virginia Commonwealth Transportation Board representative in July 2023. He is is President of Davis Oil Company, a third-generation family business that assists the needs of professional drivers, travelers and commuters in large modern travel centers combined with quick serve restaurants. The company, with nearly 260 employees self-distributed ExxonMobil refined products and operated several quick serve restaurant brands to include Starbucks, Popeyes, Wendy’s, Denny’s, Subway, Dunkin and Little Caesars through franchise or licensee agreements. In late 2021 Davis Oil divested its retail and hospitality holdings to focus on real estate development opportunities throughout Virginia.
Davis currently Chairs the Virginia Gateway Region (VGR), an economic development board that serves the tri-cities and surrounding localities. Davis currently serves on the board of directors of AMBEST, INC, a sales and marketing organization that serves independent operators in travel center industry based out of Nashville, TN. By appointment to the CTB, Davis serves on the boards of the Central Virginia Transportation Authority (CVTA) as well as the Richmond Metropolitan Transportation Authority (RMTA).

Jane DuFrane was elected to the Board as a Henrico representative in October 2019. She serves as Richmond Division Vice President for Highwoods Properties, a publicly traded real estate investment trust specializing in office development. In this role, she is responsible for for all aspects of the division, including the marketing and leasing, wholly-owned and third-party property management and development opportunities.
Jane graduated from Old Dominion University with a B.S. in Business Administration, Real Estate Finance. She earned the CCIM designation in 2002, the SIOR designation in 2011 and her Managing Brokers License in 2018. She is Past President of the Richmond CREW and GRACRE chapters. She is the current President of the Innsbrook Owners Association Board. She also serves on the Cystic Fibrosis Foundation of Va. and is a board member at The Steward School.

Aubrey W. Fountain, III, was elected to the Board as a City of Richmond representative in April 2019. Aubrey is a senior attorney with Harrell & Chambliss with areas of expertise in Real Estate, Affordable Housing, Construction Law, Low Income Housing Tax Credits, Business Law, and Banking Law. Aubrey is a graduate of the University of Virginia (B.S.) and the University of North Carolina School of Law (Joint Degree J.D./M.R.P.). Aubrey was the former Director of Real Estate Development for Southside Community Development & Housing Corporation (“SCDHC”), a nonprofit CDC in South Richmond, Virginia, and was also engaged in the private practice of Real Estate and Affordable Housing Law. Aubrey is a current member of the American Bar Association, the Virginia Bar Association, the Richmond Community Development Alliance, the Institute for Professional Executive Developers, the National Business Incubator Association, Coalition for Greater Richmond, East District Family Resource Center, ChamberRVA, and is licensed to practice before the Supreme Court of the United States, as well as serving as an Adjunct Professor and Guest Lecturer at Virginia Commonwealth University’s Graduate School of Urban Studies and Virginia Union University’s School of Theology.

Barrett Hardiman is a government relations professional with more than a decade of experience. He is Senior Government Relations Manager for Genworth Financial with responsibility for all 50 states. Previously, he served as Director of Government Affairs for Luck Companies – focusing on state and federal transportation funding and policy, economic development, and local land use issues. Barrett has also worked for a variety of state trade associations covering diverse topics from broadcast television to home construction.
Barrett received a B.A. from the University of Virginia with a double concentration in Economics and American Politics.
He serves as the chairperson of the Virginia Solar Energy Development and Energy Storage Authority, and previously served as the chairperson of the Transportation and Infrastructure sub-committee of the Greater Richmond Chamber’s Government Relations Committee.

Thomas Hawthorne was appointed to the RMTA Board as representative from Henrico County in 2018. Thomas retired from the Virginia Department of Transportation after a 38 year career where he held several field management positions including Richmond District Administrator as his final assignment. Thomas is a graduate of the Virginia Military Institute and a registered Professional Engineer in Virginia.

Ian Millikan was appointed to the RMTA board as a representative from Chesterfield County. He also serves on the Board of Directors for the Greater Richmond Transit Company (GRTC). Ian has worked in the public sector both for the Virginia Department of Transportation (VDOT) and Chesterfield County and is currently working in the private sector as a civil engineering manager for Wallace Montgomery and Associates. He has a Master’s Degree in Transportation Policy, Operations, and Logistics from George Mason University and a Bachelor’s Degree in Civil Engineering from Virginia Tech. His is a licensed Professional Engineer in Virginia.

Steven C. Mulroy was appointed as a representative from Chesterfield County in June 2022. He is a Managing Director at VML/VACo Finance, with oversight responsibilities of the firm’s investment funds, municipal advisory services, and financing programs offered to local governments throughout the Commonwealth of Virginia. Steven has been with VML/VACo Finance since 2006 and was instrumental in launching the firm’s Pooled OPEB Trust Fund and the Virginia Investment Pool, which combined have assets of approximately $4.0 billion. Steven is registered as a Municipal Advisor Principal, having passed the Series 54 and 50 Municipal Advisor exams. Steven has a total of 30 years of experience in the financial services industry, including thirteen years prior to joining VML/VACo Finance in public finance and financial advisory services. Mulroy earned an M.B.A. from New York University and graduated with a B.S. in Finance from Villanova University. He also successfully passed the Level 1 Chartered Financial Analyst exam.

Tyrone Nelson was appointed to the Board as a Henrico County representative in July 2014. Tyrone serves on the Henrico County Board of Supervisors representing the Varina District. He is also pastor of the Sixth Mount Zion Baptist Church in Richmond. Nelson earned an Associate’s degree in Business Administration from J. Sargeant Reynolds Community College, a Bachelor’s degree in Business Administration from Virginia Commonwealth University, and a Master of Divinity in Practical Theology degree from Virginia Union University.

Jessica Schneider was appointed to the Board as a Chesterfield County representative in July 2024. In November 2023, Jessica was elected Clover Hill District Supervisor and took her oath of office on December 21, 2023. She currently serves on the Capital Region Airport Commission, Henricus Foundation Board of Trustees, Maymont Foundation Board of Directors, PlanRVA Board of Commissioners, Richmond Metropolitan Transportation Authority Board of Directors, and Richmond Regional Transportation Planning Organization Executive Committee. Jessica grew up on a small farm in rural Wisconsin, her parents instilling at an early age the importance of hard work. Jessica attended college after high school, but did not return after her first year, choosing instead to pursue a similar path as her mom, spending 10 years in the restaurant industry. Eventually, she returned to school, completed her degree in interior design, and started her own design business providing a full range of services to both commercial and residential clients in Wisconsin and Illinois. Since moving to the Richmond region, she has done some freelance staging and design work and applied her culinary background as a private caterer and cheese monger. Since 2015, she has also been very involved with her homeowners association, serving as chair of the architectural committee and president of the board.

Stephen W. Story left school early and work a half day at James River Transportation. He has been there ever since then. While at James River Transportation, Story has successfully directed the company through three recessions, two fuel crises, two insurance crises, one war, “9/11”, the “Great Recession” and COVID-19. During this time, Story initiated additional services to assist James River in its growth. Among those were convention transportation management, contract services, tour services and Richmond Tours; a daily guided sightseeing tour of Richmond. Also, in 2001 Story organized the purchase of an executive transportation Carey franchise. This purchase increased James River’s size by about 30% and opened a host of additional services to existing clients in the Central Virginia region. James River will celebrate its 95th Anniversary in 2023.
Stephen is involved in promoting travel and tourism in Richmond through Richmond Region Tourism, the Greater Richmond Chamber of Commerce, the Richmond Metropolitan Planning Organization, Richmond Renaissance, InUnison (formerly Retail Merchants Association) and various local neighborhood groups. He has served on various motorcoach association task forces and leadership positions. Story is also invited to speak at local, state and national tourism functions, provide lectures at Virginia Commonwealth University and provide testimony at State and Federal legislative hearings.
Born in Richmond, Stephen graduated from high school and attended the University of Richmond while working full time at James River Transportation. He received his BS in Human Resource Management.
Story is most active in the community through James River Transportation. He has donated and driven motorcoaches throughout the area for various organizations devoted to helping kids. Some of these trips include the Virginia Winter Special Olympics, an annual circus trip for under-privileged children and an annual K-Mart Christmas shopping trip for intercity youth. He also drives the James River Transportation mini-bus (go-cart) in most of the area parades.

Marvin Tart, Sr. was appointed to the Board as a Henrico County representative in July 2014. Marvin represents the Fairfield District on the County Transportation Safety Commission where he has served for six years. He is a retired VDOT employee with over 40 years of experience. At VDOT, Tart held various positions as a transportation designer and planner. His vast experience also included stints as a project and program manager. Marvin earned an Associate’s degree in Engineering Technology from J. Sargeant Reynolds Community College, a Bachelor’s degree in Urban Studies and Planning from Virginia Commonwealth University, and a Master of Public Administration from Virginia Commonwealth University. Additionally, Marvin has earned certificates in project management from The George Washington University and traffic management from Northwestern University. Marvin is a 1995 graduate of Leadership Metro Richmond.

West & Co., a 22 year old Virginia-based consulting company specializing in management, planning and education services. Marilyn has over 30 years of experience working with CEOs, executive management, and governance of public and private sector businesses. She holds a bachelor’s degree in mathematics from Waynesburg College in Pennsylvania and a masters degree from University of Pittsburgh School of Public Health.

Donald C. Williams was appointed as a representative from Chesterfield County in June of 2018. He is the owner and principal of The Donald Williams Group LLC, a Richmond area-based consulting firm. Prior to founding DWG, Williams served as the Administrator of the U. S. General Services Administration’s National Capital Region and on the executive committee of the Downtown Business Improvement District in Washington, DC. He previously served as Director of the Virginia Department of General Services and has also been appointed to Gubernatorial and Presidential Transition teams. Donald earned a Bachelor of Science in Business Administration (MCL) from the University of Richmond and a Master of Business Administration from Old Dominion University.
